Portsmouth Housing Authority (PHA) has been serving the city of Portsmouth, NH, since 1953. Our mission is to be the leader in making quality, affordable housing available to low-and moderate-income members of the community, through a fiscally responsible and creative organization committed to excellence.

We own and manage over 650 apartments across the city, providing homes to more than 1,700 residents. We also administer over 460 Housing Choice Vouchers (Section 8) and partner with local landlords to expand access to affordable housing throughout the region.

PHA is more than just housing. Through our affiliate, PHA Housing Development Ltd., we develop and preserve affordable homes using innovative financing tools like Low-Income Housing Tax Credits (LIHTCs) and Community Development Finance Authority (CDFA) Tax Credits.

We support our residents with a range of services—from youth recreation and family support to senior programming and adult day care—building stronger communities, one home at a time.
